e-CFR Subpart CCCCCCC  [ecfr.gov]
Subpart CCCCCCC applies to new and existing paint and allied products manufacturing facilities that are area sources of hazardous air pollutants (HAP) and process, use, or generate:
- Benzene or methylene chloride (volatile HAP)
- Compounds of cadmium, lead, and/or nickel > .1% by weight (metal HAPs).
The intended use of the paint and allied products is to leave a dried film of solid material on a substrate. Typically, facilities within SIC 285 or 289 and NAICS 3255 and 3259 are subject to this rule (this is not inclusive).
HAPs of concern are benzene, methylene chloride, cadmium, lead, and nickel.
Not subject to this rule:
- Manufacturers of materials that don’t leave dried film (thinners, paint removers, brush cleaners, & mold release agents);
- Electroplated and electroless metal films
- Raw materials (resins, pigments, and solvents) used in the production of paints and coatings; and
- Activities by end users of paints and allied products.
*An area source of HAP has the potential to emit <10 tons per year (tpy) of a single HAP or <25 tpy of a combination of HAPs.

Annual Certification Report
- All need to prepare
- Only submit if you have deviations
- First report covers period beginning on compliance date up to December 31
- Subsequent reports cover January 1- December 31
- Submit (if deviations) by February 15
