e-CFR Subpart DDDDDDD [ecfr.gov]
Subpart DDDDDDD applies to new and existing prepared animal feed manufacturing facilities that use material containing chromium or manganese located at an area source of hazardous air pollutants (HAP). Animal feed does not include feed for dogs and cats. Generally, this includes sources with the NAICS code 311119.
HAPs of concern are chromium and manganese.
Not subject to this rule:
- Research and development as defined in section 112(c)(7) of the Clean Air Act;
- Feed production processes at facilities whose primary business is raising or feeding animals;
- Facilities engaged in the growing of crops used in manufacture of feed;
- Feed manufacturing of dog and cat feed; and
- Feed manufacturing where chromium or manganese products are not added.
*An area source of HAP has the potential to emit <10 tons per year (tpy) of a single HAP or <25 tpy of a combination of HAPs.

- Existing Source = constructed or reconstructed on or before 7/27/09
- New Source = constructed or reconstructed after 7/27/09
Initial Notification
- New & existing source = 5/5/10 or 120 days after startup
Compliance Dates
- New source = 1/5/10 or upon startup
- Existing source = 1/5/12
- If exceed >50 ton/day pelleted feed production for calendar year = comply by July 1 of following year
Compliance Status Notification
- New Source = 5/5/10 or 120 days after startup
- Existing Source = 5/4/12
Compliance Reports
- Prepare annually
- Calendar year January 1 – December 31
- Submit by March 1 only if
- Non-compliance with rule OR
- Deviations from the cyclone operating parameters
