- Affected facilities at asphalt roofing plants, asphalt processing plants and petroleum refineries.
Affected facilities:
- Saturators and mineral handling and storage facilities at asphalt roofing plants that commence construction or modification after Nov 18, 1980.
- Asphalt storage tanks or blowing stills that process and/or store asphalt used for roofing only or roofing and other purposes that commence construction or modification after Nov 18, 1980.
- Asphalt storage tanks or blowing stills that process and/or store only nonroofing asphalt that commence construction or modification after May 26, 1981.
