| Applicability: |
eCFR Subpart Kb  [ecfr.gov]
This subpart applies to:
- Storage vessels with a capacity ≥ 75 cubic meters (m3) (19,812.90 gal) used to store volatile organic liquids (VOL), which commenced construction, modification, or reconstruction after July 23, 1984.
Not subject to this subpart:
- Storage vessels with a capacity ≥ 151 m3 (39,889.98 gal) storing liquid with a maximum true vapor pressure of < 3.5 kilopascals (kPa).
- Storage vessels with a capacity ≥ 75 m3 (19,812.90 gal) and < 151 m3 (39,889.98 gal) with a maximum true vapor pressure of < 15.0 kPa.
- Vessels at coke oven by-product plants.
- Pressure vessels designed to operate in excess of 204.9 kPa without emissions to the atmosphere.
- Vessels permanently attached to mobile vehicles such as trucks, railcars, barges, or ships.
- Vessels with a design capacity ≤ 1,589.874 m3 (420,000.28 gal) used for petroleum or condensate stored, processed, or treated prior to custody transfer.
- Vessels located at bulk gasoline plants.
- Storage vessels located at gasoline service stations.
- Vessels used to store beverage alcohol.
- Vessels subject to NESHAP GGGG.
