  1. Affected facilities in rubber tire manufacturing plants that commence construction, modification, or reconstruction after Jan 29, 1983.

  2. Sidewall cementing operations;
  3. Tread end cementing operations;
  4. Bead cementing operations;
  5. Green tire spraying operations;
  6. Michelin-A operations;
  7. Michelin-B operations;
  8. Michelin-C operations.
