Petroleum Dry Cleaners -  Subpart JJJ

Applicability: eCFR Subpart JJJ [ecfr.gov]

This subpart applies to:
  1. Affected facilities located at petroleum dry cleaning plants with a total manufacturers' rated dryer capacity of at least 38 Kg (84 lbs), which commence construction or modification after Dec 14, 1982*.
Affected facilities:
  1. Petroleum solvent dry cleaning dryers;
  2. Washers;
  3. Filters;
  4. Stills;
  5. Settling tanks.
Total dryer capacity includes all of the dryers that use petroleum solvent at the dry cleaning plant. If the plant has both petroleum and perchloroethylene dryers, only the petroleum dryers are included in the total capacity.

Perchloroethylene dry cleaning machines are regulated under NESHAP M.


Not subject to this subpart:
  1. Dryers installed between December 14, 1982 and September 21, 1984, in a plant with an annual solvent consumption level of less than 4,700 gallons.
