Site Summary:
Former Seger Oil is located on the NE corner of Highways 20 and 183 on the south end of the Village of Bassett. NDEQ first became aware of a possible petroleum leak when 13 tanks were removed at the site in 1987. A Site Assessment was requested and performed in 1987, and it indicated the soils and ground water had been impacted. The site was added to the orphan tank program and backlogged for future work. The site was re-activated in 1994, and then current State Contractor ESE performed further site assessment work and installed 14 additional monitor wells. In 2001 and 2002 the site was evaluated under the RCBA process, and it failed for Benzene concentrations.

Additional work was performed and submitted to the Department in June of 2003, and again it failed for ground water Benzene concentrations. In January of 2004 employees began to report petroleum vapors in the Tri-County Bank directly to the west of Seger Oil. After air monitoring was requested by NDEQ, we have confirmed that petroleum vapors are in fact entering the bank. The levels are low and are not exceeding health risk levels at this time. NDEQ has confirmed that a service station has been in business at the site in the past, but we also believe that the Seger Oil site is contributing to the vapor problem at the bank, as ground water flow is west in this area. Any clean-up and vapor mitigation at the bank site will be performed by DEQ's State Contractor (Terracon) and is not a part of this PFP remediation request.

This site lies in the northwest portion of the Sand Hills Region near the headwaters of the Elkhorn River. Ground water is encountered typically at five to six feet below ground level, and little drop has been noted in the water table in this area due to the drought.

Site Specifications:
1. As this site is an operating business, it is not a candidate for overexcavation.

2. If you are going to do a site visit, please stop in the station and let whomever is working know you are there. That is all that is required by the owners.

3. The entire front and sides of the station will require new concrete at the end of the cleanup. This will include a couple of small areas that currently don't have concrete.

4. The owners are comfortable with what is about to happen at this site. NDEQ will do an introductory meeting with the selected contractor, the Village and the current owners of the cleanup site.

5. The situation at the bank across the street is not a part of this cleanup. Only the portion of the plume east of the centerline of the Highway 7 is the PFP contractor's responsibility.

6. There is a clay layer starting at approximately 15 feet BGL. No wells have penetrated through the clay layer in the entire town except for the municipal wells to the north and south. It will be a requirement at this site by contract, that the clay layer not be penetrated at any time during this clean-up. The clay layer seems to be very consistent throughout this area.

7. There are no private wells in the area, and the closest municipal well is over 1,000 feet away.
