Notice is given to the public, according to Chapter 14 of Title 129 - Nebraska Air Quality Regulations, for a Class II operating permit (OP15R2-031) for Preferred Resin of Genoa, LLC (FID# 86905) for the operation of an industrial sand processing facility which applies resin to industrial sand (Standard Industrial Classification code 1446) located at 34495 State Highway 22, Genoa, Nance County, Nebraska. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 27.41 tpy of Particulate Matter (PM), 8.83 tpy of PM ≤ 10 microns (PM10), 1.81 tpy PM ≤ 2.5 microns (PM2.5), 0.06 tpy Sulfur Dioxide, 4.47 tpy Oxides of Nitrogen, 3.70 tpy Carbon Monoxide, 1.66 tpy Volatile Organic Compounds, 0.08 tpy of Hexane, 0.084 tpy Total Hazardous Air Pollutants, and 5,227.07 tpy Greenhouse Gases CO2 equivalents (CO2e).

Nance County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Nance County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The NDEQ proposes to issue a Class II operating permit with specific conditions, based on Title 129, which authorizes limitations of emissions for process equipment with control devices; specific requirements for control devices; requirements for recordkeeping and reporting.

The proposed permit and supporting materials are available for inspection by the public May 28, 2019 through July 1, 2019 at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska and electronically at http://deq.ne.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
