Pursuant to NDEE’s Title 118 - Ground Water Quality Standards and Use Classification, public notification and opportunity for comment is hereby given of the following:

1. On or about April 13, 1987 NDEE received report of a release of 28% Nitrogen to soils and groundwater in North Loup, Nebraska. The Ord Farmers Cooperative was responsible for the release. The legal description of the property is: the Northeast Quarter of the Southwest Quarter of the Southwest Quarter, Section 25, Township 18 North, Range 13 West, Valley County.

2. Follow-up investigation determined the effect of the release and remedial actions. NDEQ determined that the groundwater contamination event was defined as remedial action class one (RAC-1).

3. The release resulted in the contamination of the underlying groundwater. The source of the release has been removed and the extent of contamination has been investigated. Long term groundwater monitoring has shown no significant offsite movement of contaminated groundwater.

The NDEE has determined that no further remedial action is necessary due to a lack of threat to human health and safety.

Information regarding this release is contained in the NDEE ground water file (GW) and the release assessment file (RA) # 04137-CCC-1010 under facility IIS# 46563.

Persons may comment upon or object to the proposed action or may request a public hearing by writing to Marty Link, Nebraska Department of Environment and Energy, P.O. Box 98922, Lincoln, Nebraska 68509-8922, prior to November 4, 2019. A request for public hearing shall state the nature of the issues proposed to be raised at a hearing. All comments shall be considered prior to making a decision regarding a public hearing. If the Department of Environment and Energy receives substantive comments regarding this proposed action, a public hearing may be scheduled.
