Notice is given to the public, according to Chapter 14 of Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a Class II operating permit for Darling Ingredients Inc (Facility #41253) for a food by-product recycling plant (Standard Industrial Classification code 2077) located at 14401 South 5th St, Bellevue, Nebraska. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 89.65 tpy of Particulate Matter (PM), 89.56 tpy of PM ≤ 10 microns (PM10), 89.56 tpy PM ≤ 2.5 microns (PM2.5), 89.87 tpy Sulfur Dioxide (SO2), 96.64 tpy Oxides of Nitrogen (NOx), 89.22 tpy Carbon Monoxide (CO), 89.32 tpy Volatile Organic Compounds (VOC), 1.25 tpy of Hexane, 1.26 tpy total Hazardous Air Pollutants (HAPs), and 84,780.05 tpy Greenhouse Gases CO2 equivalents (CO2e).

Sarpy County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Sarpy County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no significant impact on these standards is expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The NDEQ proposes to issue a Class II operating permit with specific conditions, based on Title 129, which authorizes modification (increase) of NOx hourly emission limitation for the Meat Rendering Process (all other requirements for the Regenerative Thermal Oxidizer are unchanged); and adds requirements for a new emergency generator which specifies requirements from federal NSPS rules (40 CFR 60) for Subparts A, and IIII; specifies inspection, operation, maintenance, and monitoring requirements; and specifies recordkeeping and reporting requirements.

The proposed permit and supporting materials are available for inspection by the public May 29, 2019 through July 1, 2019 at the office of the NDEQ, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://deq.ne.gov. Only those provisions that are being revised by this permit action are open for comment at this time. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
