This Guidance Document was prepared to assist municipalities, counties and solid waste agencies in their preparation, submission and approval of Integrate Solid Waste Management Plans as required by Nebr. Rev. Stat. Sections 03-2031 and 13-2032.

The Guidance Document provides information for the development of a plan which identifies and quantifies specific issues, problems, needs, and provisions for an ongoing process related to an integrated waste management system. It does not present guidance on final solutions to all issues, problems and concerns in regards to solid waste management. The integrated solid waste management plan guidelines should serve the minimum expectations required in the Integrated Solid Waste Management Act for the solid waste management plan while encouraging efforts beyond those minimum expectations.

A list of resources has been included for a majority of the sections to assist in plan development. These resources are listed at the end of pertinent sections. A comprehensive directory identifying resources is included at the end of the guidance document. The Nebraska Department of Environmental Quality will provide assistance to parties requesting information form these resources. This guidance Document utilizes the information made available in the Nebraska Solid Waste Management Plan completed in December 1991. Copies of the complete Nebraska Solid waste Management Plan were sent to 170 public libraries across the state in December of 1991. In addition, supplementary information containing guidance on financing, interlocal agreements and establishment of transfer stations was subsequently sent to these same libraries.

Solid waste management plan - A plan adopted by a county or municipality, including a joint plan adopted by an agency, for integrated solid waste management.

Solid waste processing – The process by which solid wastes are physically or chemically changed, temporarily stored, or salvaged prior to being transferred to a solid waste disposal area or to a secondary materials recovery facility.

Solid waste processing facilities – Any facility where solid wastes are processed, and shall include, but not be limited to solid waste compost sites, materials recovery facilities, recycling centers and solid waste transfer stations.

Solid waste transfer station - Any site, location, tract of land, installation, or building that is use or intended to be used primarily for the purpose of transferring solid wastes that are generated off of the premises of the facility from vehicles or containers, into other vehicles or containers for transportation to a solid waste disposal area or solid waste processing facility.

Solid waste materials – The waste products, for which a market exists, that have not been commingled with solid waste but have been kept separate from other wastes from the point of generation to final disposition.

Special waste – A solid waste, except waste which is regulated as a hazardous waste, which possesses physical, chemical, or biological characteristics that make it different from general household, or construction and demolition waste, and which requires special handling, treatment, or disposal methodologies in order to protect public health, safety, and the environment.

Storage – The containment of solid waste on a temporary basis in such a manner as not to constitute disposal of such waste.

System – Any equipment, vehicles, facilities, personnel, or contractors utilized for the purpose of collection, source separation, storage, transportation, transfer, processing, treatment, or disposal of solid waste.

Transfer – The act of transporting the solid waste from the point of storage to a processing facility and/or final disposal site.

Waste shed – The waste shed is a defined area in which the local waste stream is generated.

Waste Stream – A term describing the total flow of solid waste from homes, businesses, institutions and manufacturing plants that must be recycled, burned, or disposed of in landfills; or any segment thereof, such as the “residential waste stream: or the recyclable waste stream.”

Yard waste – Accumulations of grass or shrubbery cuttings, leaves, and other organic materials collected as a result of the care of lawns, shrubbery, vines and gardens.
