Nebraska’s Continuing Planning Process

Nebraska’s Continuing Planning Process document is a compilation of the processes utilized by NDEE’s Water Quality Division for implementing Water Quality Management programs and activities in Nebraska.

The primary goal of the Federal Clean Water Act (CWA) is to restore and maintain the chemical, physical, and biological integrity of the Nation’s waters. Wherever attainable, water quality is to provide for the protection and propagation of fish, shellfish, and wildlife and provide for recreation in and on the water (fishable/swimmable goal). Section 303(e) of the CWA requires each State to have an approved Continuing Planning Process (CPP) that will result in plans for all navigable waters within such State. 40 CFR Part 130.5 states that each State is responsible for managing its water quality program as specified in the State’s CPP. Thus, the CPP provides direction and a framework from which to build and implement a State’s water quality program towards the CWA goal. The Nebraska Department of Environment & Energy, Water Quality Division’s (NDEEWQD) CPP is intended to provide this direction and framework by compiling strategy, planning and procedural documents that lead to implementation of water quality management programs and activities.
