Remember, you will need to earn the required professional development hours and submit a properly completed renewal application with the appropriate fee no later than December 31st, 2023. A renewal form will be sent to all active professionals by mail to the address we have on file, in November 2023. This is a good time to update your email and mailing addresses with us. Onsite Program Updates
OWAC Meeting!
The Onsite Wastewater Treatment System Advisory Committee (OWAC) advises the Nebraska Department of Environment and Energy on proposed rules and regulations relating to the Private Onsite Wastewater Treatment System Contractors Certification and System Registration Act, on Title 124 Onsite Wastewater Treatment Systems, and on administration of the Act as requested by the Director. The committee will be meeting at the Fallbrook NDEE on September 25th, 2023. The advisory committee is composed of eleven members. If you are interested in becoming a committee member, are interested in having a discussion with fellow professionals regarding changes you’d like to see implemented, ideas you have regarding how to improve the current guidelines or just want to come and see what it’s all about, now’s the time! Hope to see you here! We are located at 245 Fallbrook Blvd, Suite 100, in Lincoln. The meeting will start at 1:00 PM Central. The new Title 124 went into effect June 27, 2022. The changes and associated documents can be found at Title 124 Webex - Changes. The most notable change is that design criteria were moved to General Permits for each respective type of system. For installers, the process has not changed, "authorized by rule" has been replaced with General Permits, and these systems can be installed and registered without prior approval from the Department. If you need the updated Title 124, you can come to the Fallbrook office and pick up a new book.
The Title 124 can be found online at: http://dee.ne.gov/RuleAndR.nsf/Title_124.xsp and the General Permits are in the publications section and can be found online at: http://dee.ne.gov/publica.nsf/Pubs.xsp. Scroll down to the Onsite Wastewater Program arrow, open the drop down, and click on the General Permit section. All four of the General Permits are listed. The traditional system is where you will find your sections for soil absorption and septic tank capacity tables.
As you’re aware, you are required to maintain records of the systems you install including but not limited to registration applications, drawings, and perc tests for the life of the system. It’s recommended that you always send a copy of the drawings and perc tests with your registration form. This will put the document in our electronic database which makes them accessible for you or the homeowners in case the paper versions are no longer available. One of the great things about supplying this information (with cross streets included) is that it helps our Records Department locate your system and this speeds up the process by a great deal! Win win for all! Specific site evaluation documentation can be found in our general permits under (III Specific Conditions, A, 1-5).
As we move into the 21st Century, we are trying to keep costs down and use our technology as best we can.
We ask for email addresses on most of our forms so that we can keep in contact with you quickly. With that in mind, please also be sure to update your personal address, business name and address, and phone numbers with us so that when we do have questions, we can reach you.

Determination of Inside Bottom Width, Calculation of Effective Width,
and Calculation of Soil Absorption Area
In order to standardize gravelless chamber measurements and avoid confusion on field measurements, the NDEE Onsite Wastewater Unit has conferred with the manufacturer’s representatives on a list of standard gravelless chamber width dimensions. These dimensions are to be used for the Inside Bottom Width of each make and model of chamber listed below. For any chambers not listed, please contact the NDEE Onsite Wastewater Unit.

This guidance is to clarify the NDEE’s accepted method for determining the “inside bottom width” of gravelless chambers, calculating the “effective width” of various makes and models of chambers, and calculating the soil absorption area based on the effective width.
- The determination of inside bottom width and effective width for gravelless chambers is used when filter material (crushed rock, gravel, tire chips, etc.) IS NOT USED for backfill around the chambers, and the chambers are backfilled with the native soil material from the trench area. See Title 124, Chapter 14, Section 018.02B.
- When filter material IS NOT USED in the trench, the “effective width” of the chambers is equal to the actual “inside bottom width” of the chambers multiplied by 1.5.
- Calculation of the soil absorption area is then determined by multiplying the “effective width” of the trench by the total length of all trenches. For example:

*Please do not round up this number on your forms. Your form will be returned. If you must round, round down. (652 not 653) also, please put in the actual amount installed. If you installed 750 but it only requires 660, please put 750.
4. The soil absorption area calculated above must be at least as large as the required soil absorption area, as determined in General Permit GTS220000 Septic Tank and Subsurface Leach Field, Section K.19. The required soil absorption area is based on the design flow (gallons per day) and the soil percolation rate (minutes per inch).
5. When filter material is used in the trench backfill, the actual trench width is used to calculate the soil absorption area. See General Permit GTS220000 Septic Tank and Subsurface Leach Field, Section K.17.
Onsite Online System Registrations
Tricia Scott is spearheading our online system registrations and has some great tips for how to register a septic system online. She’s prepared a list of helpful suggestions.
System registrations for General Permit septic systems for dwellings can be submitted online at: http://dee.ne.gov/Publica.nsf/pages/WAT329. The page provides a downloadable user guide as well as the link to create an account with NDEE and submit registrations.
When creating an account, DO make sure to keep your username and password. NDEE does not have the ability to recover the information for you.
DO use either a computer or a large format tablet such as an iPad. The website is not designed for use with mobile phones.
DO submit septic system registrations for dwellings, ONLY. The website does not support non-dwelling, holding tank, lagoon, mound, or permitted system registrations at this time.
If you are paying the registration fee via credit card DO pay for the system registration when you are registering it. You cannot go back in to pay by credit card on a registration that’s already submitted.
If you are paying the registration via check, DO print the payment slip from the website to submit with your payment.
DO be patient with processing times. After a registration and credit card payment are submitted it is common to see the site show “Awaiting Payment” as we connect your payment and registration in our system. This can take up to several days.
DON’T wait until the last minute to submit registrations. While online registrations are processed more quickly than paper ones, they can still take a week to ten days to get through our system. One day processing does sometimes happen, but a more typical time frame is four to five days (not counting weekends and holidays).

Onsite Registration Receipts
We are mailing out registration receipts to the homeowner only. We are providing the installer registration receipts online and on request by email, rather than mailing out hard copies.
You can access your registration receipts by going to the links for Registered Onsite Wastewater Treatment Systems here: Onsite Registrations by Installer. Under the blue tab for Certified OWT Professionals enter your number in the Certification number section or your last name in the OWT Professional section. Click on the Search button. This will bring up your name, click on your name and it will have a button for System Registrations where you press for all the systems that are registered in your name.
This will help you get the receipts much faster, and it will still have a NDEE barcode on it. |
