Petroleum Refineries -  Subpart CC

Applicability: eCFR Subpart CC [ecfr.gov]

This subpart applies to:
  1. Petroleum refining process units (PRPU) located at Major Sources of HAPs* that emit or have equipment containing or contacting at least one of the following HAPs:

Affected sources:
  1. Miscellaneous process vents from PRPU;
  2. Storage vessels associated with PRPU;
  3. Wastewater streams and treatment operations associated with PRPU;
  4. Equipment leaks from PRPU;
  5. Gasoline loading racks (under Standard Industrial Classification Code 2911);
  6. Marine vessel loading operations at petroleum refineries that are also subject to NESHAP Y;
  7. Storage vessels and equipment leaks associated with bulk gasoline terminals or pipeline breakout stations (under Standard Industrial Classification Code 2911) located within a contiguous area and under common control with a refinery;
  8. Heat exchange systems;
  9. Releases associated with the decoking operations of a delayed coking unit.
Not affected sources:
  1. Stormwater from segregated stormwater sewers;
  2. Spills;
  3. Pumps. compressors, pressure relief devices, sampling connection systems, open-ended valves or lines, valves, or instrumentation systems that are intented to operate in organic HAP service for less than 300 hours per calendar year;
  4. Catalytic cracking units and catalytic reformer catalyst regeneration vents and sulfur plant vents;
  5. Emission points routed to a fuel gas system.

*Major Sources of HAPs emit or have the potential to emit:
  • ≥ 10 tons/year of any single HAP; or
  • ≥ 25 tons/year of total HAPs.
  • Area Sources emit less than Major Sources.

Not subject to this subpart:
  1. Research and development facilities;
  2. Equipment, located within a PRPU subject to this part, that does not contain any of the HAPs listed above;
  3. Units processing natural gas liquids;
  4. Units that are used specifically for recycling discarded oil;
  5. Shale oil extraction units;
  6. Ethylene processes;
  7. Process units and emission points subject to NESHAPs F, G, H, or I.
